SUMMARY:  WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers.  The Senior Operations Manager recommends, implements, manages, and evaluates operation processes and procedures in accordance with the standards determined by the organization.  The incumbent assists in the development of strategies and implementation plans to improve and standardize all aspects of operations to include Contracts Management, Proposal Development, Human Resources, Facilities Management, and Administration.  The Senior Operations Manager has daily contact with members of senior leadership.  This full-time, exempt position is located in Fort Washington, MD.
 
DUTIES & RESPONSIBILITIES:   (*Essential Duties)
 
Responsibilities include, but are not limited to:
  • Providing day-to-day oversight of corporate and business activities to ensure that the proper operational controls, administrative support, reporting procedures, and people systems are in place to meet organizational goals; facilitates effective communication and collaboration between work teams, functional areas, and subsidiaries as necessary.*
  • Measuring effectiveness of all processes internal and external with the goal of improving existing HQ support to better serve employees, customers, and business partners; provides timely, accurate, and complete reports on the operating condition of the company as directed.*
  • Leading the proposal development process for assigned efforts or customers; reviewing requests for proposals (RPFs), requests for information (RFIs), and other calls to ensure customer expectations are fully understood by the company; ensuring the company adheres to strict proposal requirements; coordinating/maintaining team documentation efforts.*
  • Conduct business development activities that identify, capture, and pursue opportunities that are designed to accommodate future organizational growth; actively manage the company opportunity pipeline through conduct of regularly scheduled review with program managers, corporate staff, and the President.*
  • Staying abreast of changes in and maintaining compliance with operational rules and regulations for government contractors related to labor issues, security, safety requirements, and environment issues.*
  • Collaborating with the leadership team to develop, communicate, and implement plans for the operational infrastructure of people, processes, and systems.*
  • Leading and supervising staff; providing timely feedback and coaching; performing annual performance reviews.*
  • Attending and participating in staff meetings; represents the company at external meetings, conferences, etc.*
  • Other duties as assigned.
 
KNOWLEDGE/SKILLS REQUIREMENTS:  
  • Bachelor’s Degree and a minimum of ten (10) years’ relevant work experience; experience supervising staff with a minimum of four (4) years’ experience motivating and leading high-performance teams.
  • Skilled in organizational development, contracts management, proposal development, and strategic planning.
  • Proficiency using Microsoft Office Suite.
  • Exceptional analytical and problem-solving skills.
  • Excellent people skills, with an ability to partner with a dynamic leadership team.
  • Ability to understand and adapt to different issues in different work teams, functional areas, and subsidiaries.
  • Ability to foster a success-oriented, accountable environment within the company.
  • Ability to adapt to changing work environments, shifting program requirements, and new challenges.
  • Ability to follow through on projects to completion.
  • Must be a self-starter with a positive attitude.

OTHER QUALIFICATIONS: 
  • The selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
