SUMMARY:  WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers.  The Human Resources Manager is responsible for all activities related to recruiting, compensation, benefits, performance management, compliance, policy development, employee relations, and payroll.   This full-time position is located in Fort Washington, MD.

**  THIS IS A TEMP TO HIRE POSITION. **

 
DUTIES & RESPONSIBILITIES:   (*Essential Duties)
 
Responsibilities include, but are not limited to:
  • Ensuring organizational compliance for a multi-site, geographically dispersed, federal government contracting workforce; explaining and interpreting policies and procedures to ensure consistent administration and compliance; staying informed of changes in federal and state employment laws; implementing and communicating changes as required; maintaining the employee policy handbook.*
  • Managing day-to-day human resources activities to include answering questions from employees and managers on a variety of employment matters as well as facilitating employee in- and out-processing; recommending and implementing policies and procedures to senior leadership with the purpose of streamlining workflow and enhancing human resources support to employees and managers.*
  • Administering benefit plans (medical, dental, vision, flexible spending accounts, retirement plan, and paid leave programs); preparing benefit summaries, presentations, and other materials to ensure employees understand the benefits offered by the company; working with benefit brokers on plan renewals and facilitating open enrollment; reviewing and approving monthly invoices from benefit carriers and vendors; performing benefit plan audits.*
  • Managing the recruiting process and working closely with managers to attract, evaluate, and select candidates for positions; preparing job descriptions and posting job vacancies; screening and interviewing candidates; coordinating background checks; preparing employment offers.*
  • Overseeing the performance review process to include tracking performance review completion and deadlines.*
  • Maintaining employee data in various systems, preparing periodic and ad hoc reports, managing paper files.*
  • Serving as biweekly payroll reviewer; processing payroll when needed.*
  • Other duties as assigned.
 
KNOWLEDGE/SKILLS REQUIREMENTS:  
  • Bachelor’s Degree in Human Resources, Business, or a related discipline with a minimum of six (6) years’ human resources experience; two (2) years’ human resources experience in a government contracting environment highly desired; HRCI or SHRM certification required.
  • Proficiency using various software, applications, and programs including Microsoft Office Suite, benefit enrollment systems, and timekeeping/payroll platforms; experience with Costpoint 7, Deltek T&E, and ADP Workforce Now highly desired.
  • Experience developing and implementing HR policies and strategies, streamlining internal processes, and identifying and leading significant change initiatives.
  • Experience administering benefit plans such as medical, dental, and vision plans; flexible spending accounts; group life and disability insurance; employee assistance programs; retirement plans; and paid time off programs. 
  • Strong interpersonal and customer service skills, with the ability to build effective working relationships and communicate successfully with senior level internal and external stakeholders.
  • Ability to quickly and easily adapt to changing organizational needs.
  • Demonstrated attention-to-detail as well as organizational, time management, and problem-solving skills.
  • Ability to work both independently and collaboratively in a team environment.
  • High sensitivity for protocol and confidentiality.

OTHER QUALIFICATIONS:
