SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management and operations support to Department of Defense customers. The Civil Engineer position will support the 363d ISRW and its subordinate units with expertise in the Civil Engineering field to meet organizational requirements. This effort includes consulting Wing Staff on projects/facilities, maintaining SIP kits, controlling the HAZMAT program and Fire Safety equipment. Contingent on contract award.
 
ESSENTIAL JOB FUNCTIONS: 
  • Evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering
  • Provide consultation and keep Wing Staff apprised of pertinent information involving all Wing facilities and projects.
  • Submits, coordinates, and follows-up on work orders through ACC/DSF and Installation CES. Attends Work Request Review Board (WRRB) meetings; maintains current and archived listing of facility work orders.
  • Shall coordinate with appropriate JBLE organizations on storm preparation, recovery process and photographing damage, documenting and reporting findings.
  • Maintain Shelter in Place (SIP) kits; control HAZMAT program; inspect Fire Safety items (Extinguishers, exit signs, emergency lights) and coordinate tests and inspections of campus with 633 CES Fire Department personnel.
  • Conduct a variety of operations inclusive of but not limited to unit/base-level Work Request Review Board (WRRB) meetings; storm preparation and recovery operations; and conducts Safety, Shelter in Place (SIP) kits, HAZMAT and fire protection tests and inspections.
  • Conduct site/facility surveys to gather preliminary information and validate requirements; studies and economic analyses of new proposals to determine feasibility of renovation or modification versus new construction to meet requirements and to determine if there are funding/scheduling conflicts.
  • Manage facility planning across the entire wing at multiple installations.
  • Coordinate with wing units on facility projects and upgrades and advocates for funding assistance when necessary. Oversee major projects and work directly with the general contractor when needed.
  • Expected to make (sell) presentations of program items to the installation facility board and higher reviewing activities.
  • Assist with establishing and managing MILCON projects and represent the unit at Facility Board Working Group meetings.

 LOCATION:  Joint Base Langley-Eustis, VA
QUALIFICATIONS:
  • Must have a current/active TS/SCI security clearance.
  • Bachelor’s degree with 4 years’ related experience.Prior experience in Facility management and Civil Engineering functions.
  • Candidate must have a broad understanding of Air Force Civil Engineering procedures.
  • Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.Ability to communicate effectively both orally and in writing and maintain good working relations
  • Must have HAZMAT, MILCON experience.
  • Professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture.
  • Knowledge of program planning and budgeting cycles, financial control and budget systems, and management.
  • Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Must have working knowledge of the organizational interface of military, federal, state, and local agencies.
  • Be familiar with military command and control structures.
